The Proposal and Contracts Manager acts as the primary customer and supplier interface from a contract’s perspective ensuring the seamless administration of contracts throughout their lifecycle. You will be responsible for coordinating the review of customer requirements, managing proposal generation (including estimation of non-recurring and total manufacturing costs) and negotiations, coordinating with strategic supply chain on contract negotiations, and ensuring that contract terms are met across various departments. Additional responsibilities include assisting with new business opportunities to expand the scope of currently assigned contracts as well as assisting in the development of new and follow-up business with current customers.
Operational Leadership:
Manage and lead a team of estimators and engineering specialists in generating costing for customer and supplier proposals
Manage all aspects of contract administration such as coordinating review of customer requirements, proposal generation and negotiation, internal proposal approval, contract review and acceptance, contract requirements flow down within the organization, change management, and contract closeout
Draft, interpret and manage contract documents and review and negotiate terms and conditions of customer agreements
Manage customer interface and correspondence and respond to customer inquiries in a timely and efficient manner regarding RFP’s, RFI’s, and all other quoting activities
Lead proposal preparation, contract negotiation, and contract administration activities from the proposal through closeout in conjunction with the program management team.
Ability to collaborate with cross functional teams to assess and prepare proposals in a timely manner
Ensure that signed contracts are stored, relevant terms incorporated and communicated to all relevant parties. Provides contract visibility and awareness to ensure compliance with contractual obligations, appropriate laws and corporate policies
Maintains contractual records and documentation, including correspondence, contractual changes, status reports and other documents as required
Team Development and Leadership:
Guide, coach and mentor direct reports ensuring those in supervisor/manager/lead roles provide proper support and guidance to their direct reports
Ensure direct reports in supervisor/manager/lead roles are carrying out responsibilities in accordance with the organization’s policies and applicable laws with the guidance of HR; including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems
Foster a culture of collaboration and team work to staff at all levels
Continuous Improvement:
Lead change management initiative to adapt to evolving industry standards
Identify opportunities to enhance efficiencies
Has authority to stop any production order for quality concerns
Preferred Education/Experience:
Bachelor’s degree in applicable Engineering or Business field
5 Years of Contracts Experience or applicable experience in supply chain, engineering, or operations.
MRP or ERP system experience preferred
Aviation background preferred
Knowledge, Skills and other Abilities:
Excellent leadership and communications skills throughout all organizational aspects including preparation of executive level proposal summaries.
Demonstrated understanding of aerospace contracts and contractual terms and conditions.
Experience in cost estimating assemblies including supply, manufacturing components and assemblies, and application of overhead.
